SAFETY INSTRUCTIONS & REGULATIONS

  • Providing adequate training to ensure employees are competent to do their work.
  • Providing advice and supervision on Occupational Health & Safety.
  • As far as reasonable and practical prevent accidents and cases of work related illness and providing adequate control of Occupational Health & Safety risks arising from work activities.
  • Assuming responsibility for the Occupational Health & Safety of all employees.
  • It is a fundamental requirement that all Al-Gammal personnel are adequately qualified to perform their assigned tasks and the duties expected of them.
  • Personnel performing work that affects your product or service quality or is by nature hazardous shall be competent on the basis of appropriate instruction, education, training, skills or experienced.
  • The worker’s safety is the responsibility of all the people through following the instructions of occupational health and safety in the sites.
  • The site manager of the subcontractor is responsible for achieving and implementing the occupational health and safety requirements.
  • The contractor is responsible for the safety of the workers and the others inside the site and he is responsible for any damages that resulted from their actions because of their violation to the instructions of occupational health and safety.
  • No work is allowed without (work permit) and to be signed by the project manager or his deputy director and the occupational health and safety manger to secure the work environment (form: TK-FR-).
  • The personal protection equipment provided by the subcontractor should be approved in terms of conformity of specifications and quality through the manager of occupational health and safety.
  • Work isn’t allowed without the personal protection equipment (safety shoes –helmet- glasses- gloves- reflector jacket, etc.). In addition, we will add to this equipment what should be worn as other personal protection equipment demanded by the manager of occupational health and safety according to the nature of the work.
  • In case of any emergency or insecure work in the site , the manager of occupational health and safety will notify the site manager directly to take the suitable measures and to return to the director of occupational health and safety in order to take measures for securing work and to determine if the work has to be stopped or not.
  • All the subcontractors should attend a training course before the beginning of any project to explain the instructions of safety and health and no one will enter into the site except who had took the training course
  • Daily detection will be provided by the contractor and it will include the worker’s names in the site and in all the shifts. (It is not allowed for under18 to enter, “without identification card”).
  • Smoking is not allowed inside the drilling region to avoid the danger of natural gas pipelines or any supplies for flammable liquid or gaseous
  • It is forbidden to set a fire in the site, by the security personnel, for either heating or making food in order to avoid fire occurrence.
  • The contractor should provide a car for the worker’s transportation inside the site to keep their safety during transportation inside the project.
  • No one should ride inside the box of half –car trunk or anything similar to
  • No one inside the site should ride beside the driver of heavy equipment to avoid the occurrence of serious damages.
  • Following the instructions of occupational health and safety inside the site by all the individuals of the contractors during uncurling cables operations, this had been explained, to all the individuals of the contractors in awareness courses.
  • In case of any accident in the site, the site manager and the manager of occupational health and safety should notify the legal affairs director and the director of occupational health and safety in order to investigate into the accident and doing detailed report about the causes of the accidents to avoid repeating it.
  • In case of any damages or loss in the equipment or cars intentionally or any negligence with providing all the adequate information and necessary precautions because of one of the workers of the contractor, the contractor should bear the full responsibility with retaining the right of the company by reducing the value of damages from the account of the contractor.
  • Photography is forbidden in the site and the one who will violate these instructions, necessary measures will be taken and it may reach to exclude him from the location (except the individuals of occupational health and safety).
  • In case of the contractor’s employees don’t comply with the requirements of occupational health and safety, all the measures should be applied by retaining the right of the company in keeping the safety of the workers in the site.
  • In case of using flammable materials or explosion, these materials should be inserted, before entering into the location, in the inventory list of the manager of occupational health and safety.
  • The contractor provides an assessment for the dangers of all the operations that he had done in the site to the manager of occupational health and safety to review it and ensuring the operation’s safety.
  • The manager of occupational health and safety should provide the suitable protection equipment to the contractor’s employees, if he do not have them or if he lose them for any reason, the amount value of these equipment will be reduced from the contractor or he will give the manager of occupational health and safety similar equipment.
  • The contractor should keep the site neat and not to leave any wastes or flammable materials in the hands of the people who are not authorized to use it.
  • In case of leaving the site for any reason, the manager of occupational health and safety and the project manager should know the names of the attendants and the people who left.
  • The contractor’s employees should follow the instructions of secure operating for the operations of uncurling cables in order to avoid accidents.
  • The contractor should provide the data of the materials he used in the site (MSDS) to the manager of occupational health and safety.
  • The company has the right to take random samples to make drug analysis from the contractor’s employees in order to keep the safety of the work in the site.
  • The manager of occupational health and safety should examine all the contractor’s equipment before using it (Gas cylinder- welding machine- hand tools- rockets- cooling machine-electric tools….etc.) and he has the right to refuse any tool that doesn’t comply with occupational health and safety standards.
  • The manager of occupational health and safety should provide the suitable protection equipment to the contractor’s employees, if he do not have them or if he lose them for any reason, the amount value of these equipment will be reduced from the contractor or he will give the manager of occupational health and safety similar equipment.
  • Unauthorized driving and using of cars only by employees that have received training on driving, have had driving licenses appropriate for the vehicle type.
  • The following checks shall be performed before using and driving cars :
    • Check the coolant level of the vehicle
    • Check the engine oil level
    • Check vehicle counters and operation keys
    • Check vehicle alarms and their validation
    • Check vehicle tires and their validation
    • Check brakes and their operation (foot and hand brakes)
    • Make sure there are a lifting machine and a spare tire in a good condition
    • Make sure of the validation of fire extinguisher
    • Make sure there is a safety belt in good condition
    • There is no leakage of oil, fuel or cooling water from vehicle
    • Battery and its electrodes are intact
    • All connections are intact and there is no damage with their insulation
    • If there is any damage or problem with the vehicle ,the responsible shall be directly notified to mend that damage
  • The driver must wear the safety his belt during driving.
  • Do not speak in mobile phones during driving so as to have attention to the road.
  • Compliance with prescribed road speeds so as not happen any accidents.
  • Compliance with the number of authorized passengers according to the capacity of the vehicle.
  • Compliance with specific route defined by the company and occupational health and safety administration before the trip.
  • Compliance with stopping in crossroads and looking at right and left directions to avoid an accident.
  • Avoid sharp curves through decreasing the vehicle speed not to cause vehicle inversion.
  • Remove all flammable materials from welding place at a distance of not less than (12 m).
  • If flammable materials can’t be removed ,these materials must be covered with a non- flammable material.
  • Equipment for fire-fighting must be put near the welding place.
  • A supervisor of fire must be assigned and be there near welding place to follow the flying sparks and he must be trained on fire-fighting.
  • After finishing welding, the supervisor of fire must stay in the welding place for a period of time not less than 1/2 an hour to notice any slow fires may happen because of the flying sparks.
  • Welding and cutting are not allowed at all to be inside empty containers except they are completely free of flammable vapors.
  • In the case of welding in the site using gas cylinder, it must be provided with back flame blocker and there is a person is trained on using fire extinguisher in order to avoid fires or explosions in the site.
  • The contractor must give data concerning the materials used in the site(MSDS)to the occupational health and safety official.
  • No business is allowed without signing (a work permission) by the project manager or his representative and the occupational health and safety official to make the work environment safe(from:TK-FR-29).
  • Individuals are not allowed to work without personal protection tasks(safety shoes_ helmet_ glasses_ welding mask_ heat insulation gloves).
  • If there is a danger or an insecure task, the occupational health and safety official must notify the manager of the site directly to take action , back to the general manager of occupational health and safety to take actions for make the work safe and determine if the work is to be stopped or not.
  • In case of using flammable or exploding materials, these materials must be listed before entering the site in an inventory list for the occupational health and safety official.
  • The contractor must provide a risk assessment of all processes performed in the site to the occupational health and safety official so as to be revised and sure of the process safety.
  • The heavy equipment (cranes – loaders – diggers … etc.) are provided by the contractor so that they are calibrated and certified, accompanied by a copy of customs clearance and calibration certificates for cranes.
  • The officer of occupational health and safety reviews equipment papers in addition to equipment examination in order to ensure its validity according to instructions of occupational health and safety in the site.
  • Trained drivers are provided by the contractor to drive the heavy equipment, being all with first degree professional license and heavy equipment license as well (statement of certified driver names).
  • Commitment not to overload excess residues as a result of drilling or of imported materials to the site, in which does not exceed the box limit at least “20 cm” and the load is all flat.
  • All of heavy equipment or trolleys drivers must commit to personal protection tasks (safety shoes – helmet – reflector jacket) while being out of equipment.
  • Contractor is committed to training all his supervisors in the site to (safe driving and dealing with heavy equipment and cranes).
  • Commitment to put a protective cover on the residues to avoid its fall while
  • Commitment to tipping the load to prevent the fall of the load or some of it while moving (raw materials for the project).
  • Commitment not to ride anyone beside the heavy equipment drivers and so in order to avoid causing serious damages.
  • Not riding on any part of heavy equipment such as the forklift or the bucket – loader or somewhat similar.
  • It is strictly forbidden to lift any of the workers by the two forklifts of heavy equipment to take any material or moving from place to another, and who violates that is excluded from the site.
  • Update of heavy equipment is sent periodically and final calibration date as well (at least every month).
